Joseph Kellogg Jr. to lead the company's development of new homeland security technologies for the federal government, said Kevin Fitzgerald, an Oracle senior vice president. Kellogg, former director of command, control, communications and computer systems for the Joint Chiefs of Staff, is in charge of Oracle's work on a network-centric warfare initiative at the Department of Defense, Fitzgerald said."
